History

OJSC “Pribor” was founded in the 50s of the last century. That time, when the Soviet Union was eliminating the destructive effects of the Great Patriotic War, enabled advance and development of all industrial sectors and aviation as well. Development of aviation industry in that period was characterized by grand (in terms of scale and speed) industrial engineering of new and technical reconstruction of old aircraft factories, personnel training, firm measures were taken to manufacture modern multi-purpose all-weather aircrafts.
February 18, 1953 Council of Ministers of the USSR adopted Decree в„–495 248 to construct a number of factories of aircraft instruments industry and facility A 156 in Kursk. The management of the construction was performed by the Ministry of aviation industry officer-in-charge Mr. Chernyaev.
Construction of the factory was held by the absence of material, instruments and the lack of equipment. People displayed real worker heroism, worked with great enthusiasm sparing no effort and health. Very high construction standards were set but not always norms were fulfilled. Despite this Kursk Council of National Economy adopted Decree в„–335 (December 13, 1958) to
make facility A 156 an operating one January 1, 1959 upwards and name it “Kursk plant “Pribor”. Thus, the date of foundation of Kursk OJSC “Pribor” is January 1, 1959.
January 1, 1959 upwards 5 shops of the plant were formed:
1st tool shop (workshop chief Mr. Levit)
2nd machine shop (workshop chief Mr. Khemlin)
3rd plating shop (workshop chief Mr. Zarkh)
4th assembly shop (workshop chief Mr. Domarev)
5th acceptance of delivery shop (workshop chief Yakovlev, later the shop’s chiefs were Mr. Koropets and Mr. Voyzbun)
First products – heat regulator germinators TRTVK 45 and TRTVK 45M for the cabins that were taken from the Ramen Plant – were mastered with difficulty: workers didn’t have enough experience and didn’t possess the technology. As the plant wasn’t ready to carry the checkout test of the constructed product, a decision was taken to test the first TRTVK 45 and TRTVK 45M batch on the Ramen instrument-making plant. The first product of the plant “Pribor” proved to be successful and were accepted by headquarters and were sent to the customers. This gala occasion happened practically on the anniversary the Great October Socialist Revolution.
That was the day of the plant “Pribor” trial by fire and the 5th of November became the date of the enterprise second birth. September 20, 1961 a new plant manager was chosen - Mr. Savitskiy. One of the main characteristics of new plant manager activity was his care for the workers, provision of housing and community infrastructure and facilities. The 60s of the last century became the most profitable period for the new enterprise. Come Mr. Savitskiy and manufacture of products was mainly produced by the efforts of the plant “Pribor” without the help of Ramen instrument-making plant. To realize this the enterprise needed professional training, special attention was given to top manager professional training. Workers from other industrial enterprises were invited, the plant guaranteed them housing space and stable salary. Young specialists that came to the enterprise delved in the process of production very quickly. 1961 “Pribor” collective began assimilating new check-out sets for compass systems (UPKS and UPKSI). These products brought to the plant a new technical process of harness mould.
The year 1962 was marked by assimilation of new products developed by the DDO affiliate: BM 2 26 and BM 3 26, already assimilated products PDK 49, UGK 1, TRTVK 45M and others were delivered under the responsibility of QCD. In 1966 Mr. Fokeev became new plant manager and held this post until June 24, 1980. Fokeev was a skilled specialist, manufacturer, worked in defense. One of the man novations of the new plant manager was application of the scientific organization of labor (laboratory chief Berkman), quality, expert and economic committees were set up to transfer to new planning and stimulation conditions. In March 1966 Mr. Tronov was appointed new works manager.
During these years a positive role was played by the new proficiency step of the plant itself: on an order of the Minister the space-missile head became entitled “managing director” (Ministry of Aircraft Production Decree № 231/k (March 28, 1978)). In 1980 the head of the enterprise became Leonid Petrovich Tronov. The most important issue of the new plant management became organization of team-based approach to labor. In January 1982 the first balance was stroked that was indicative of the fact that 56% of workers were reached by the team-based approach.
By this time plant “Pribor” became a complicated industrial mechanism: the main aerotechnics manufacture split into several thematic groups that had dozens of manufacturers. Manufacture of agricultural goods also became one of the main issues.
The manufacture needed computation and automation. Department of computer-aided test equipment was organized. It dealt with introduction of means of automatic control for “Tester”, RIU and “Ekran” products. In 1988 the department became entitled MIS department.
In the end of the 80s special attention was given to the quality of products and aerotechnics. A new technique of multilayer printed wiring board control was worked out. Despite few failures the enterprise continued augmenting its potential and ranked among the best enterprises of the region and Ministry.
April 26, 1989 managing director Mr. Tronov retired, and Mr. Kozhin was appointed new managing director and held this post until March 31, 1994. Due to manufacture conversion the structure of turn out products changed. The emphasis was placed on consumer goods and products for agricultural engineering. For the purpose of introducing an economic reform, regulation of structural reorganization process Resolution of the RF Supreme Soviet №2980 (June 11, 1992) approved national and municipal privatization scheme in Russian Federation. Presidential edict № 721 (July 1, 1992) approved Regulation on commercialization of national enterprises and their corporization. For this reason a working committee on privatization was organized on the enterprise according to Decree № 509 (July 10, 1992). The committee prepared the required documents: privatization plan, appraisal report, articles of association. Work collective force (November 22-23, 1992) agreed upon the privatization plan, articles of association and confirmed the second adaptation of reduction of payment during the process of privatization. Russian Federation Government according to Decree №372 (March 24, 1994) decided to carry privatization of Kursk production enterprise “Pribor” and entrench 25,5% of shares in the federal property. City authorities according to Administrative Decree №372 (March 24, 1944) performed official registration of Kursk Open-type joint stock company “Pribor” and issued registration certificate №304 (April 25, 1994). From this day national enterprise plant “Pribor” ceased existing and in its place appeared an organization of a new legal form - Open-type joint stock company “Pribor”.
These years were the years perturbations and changes in the economy. Property Committee of Kursk Region according to Decree №22 (June 30, 1994) until the first shareholder meeting appointed the OJSC “Pribor” board of management consisting of the following members:
Mr. Sapronov – the OJSC “Pribor” managing director
Mr. Babenkov – work collective representative
Mr. Rogozin – State Defense Committee representative
Mr. Glovin – Kursk Property Management Committee representative
Mr. Potapov – Kursk Regional Administration representative
This was a new period in management of the enterprise.
Major efforts had been undertaken to prepare and hold the first shareholder meeting of the enterprise which took place on April 8, 1995. During this meeting all necessary documents for JSC work were confirmed. Election of the board of management took place, and the managing director was appointed. Aleksandr Sergeevich Sapronov was appointed the first managing director of the OJSC.
Different approaches to introduction of new civil products to manufacture were analyzed and prepared: automatic process control system KTS – LIUS (Khrarkov research institute), trap automatics control system for Belgorod plant “Energomash”. Simultaneously active work was carried on marketing development, refinement and improving reliability.
During 1995 the enterprise got the certificate “Russian Economy Leader”, according to the results of its work in 1996 the plant “Pribor” ranked among 100 best enterprises of Russia, which was reflected in the book “100 Leaders of Russian Industry”.
The basis of scientific and manufacture activity of the enterprise is laid by long-term traditions of school, well-developed test basis and optimal management structure. In recent years in the process of product engineering and development, enterprise management, information technology was introduced that enabled to cut production cycle of product output and reduce costs. The plant “Pribor” has new technological processes that enable cut-through manufacture of electronic modules of sensitive mechanics, transfer line of surface mount elements mounting and soldering, automated equipment of for unit testing on the basis of industrial computers, equipment for microassembly engineering and manufacture, metal laser cutting, evaporative coating.
Besides air equipment, Kursk OJSC “Pribor” turns out electric motors and mechanisms for technological processes management on NPPs and thermal stations, oil and gas complex enterprises. Plant “Pribor” electric motors are on-stream on more than 60 TPPs of Russia, Belorus, Ukraine, Poland, Iraq, Romania, India, and China. Kursk OJSC “Pribor” permanently takes part in Russian national and international exhibitions and aeroshows: Farnborough (Great Britain), Le Burge (France), MAKS (Russia) and others.
Enterprise activity has been awarded time and again. Among these awards are: Governor award for output product quality, gold medal “European Quality”, golden quality mark on the “Russian Mark Awards” and award for the victory in “Golden Mercury Awards”.
